SOCIAL DISTANCING FOR PUBLIC MEETINGS IN EFFECT:

In an attempt to control the spread of Coronavirus (COVID-19) and to reduce and minimize risk of infection, Governor Newsom issued an executive order on March on March 12, 2020, issuing guidance “limiting attendance at public, assemblies, conferences or other mass events.”  In this executive order, the Governor waived the Open Meeting Brown Act requirements that require a public meeting at the same location.  This means that Personnel Commissioners will be allowed to participate in Commission meetings during this time of pandemic remotely (via teleconference).

On March 17, 2020, Governor Newsom issued Executive Order N-29-20, which among other things, specifically withdraws and supersedes Executive Order N-25-20. Under new order, the requirement to make a physical location available for the public has been eliminated.  The Personnel Commission can comply with public attendance and comments requirements holding a meeting via “teleconferencing” and allowing members of the public to observe and comment either telephonically, or otherwise electronically.

The District is doing its part to help in the efforts to reduce the spread of COVID-19 by encouraging members of the public to watch/listen to the Personnel Commission meetings live or online.

If members of the public wish to speak during Public Comments, please send an email to [email protected] at least one (1) hour prior to the start of the meeting. Requests for written comments to be read aloud will be honored, subject to the Personnel Commission’s time limits on public comments.

Regular Personnel Commission meeting agendas are posted at least 72 hours prior to the meeting. Special Personnel Commission meetings may be called at any time and agendas are posted at least 24 hours prior.

Individual employees, employee organizations, and other interested parties may provide written or oral statements related to any item on the agenda, except for those matters excluded by the rules. Closed session meetings may be conducted during regular or special meetings.
